I love using "emoticons" in email and MSN, but I hate downloading crapware like "Smiley Central." Is there any way that I can create my own MSN-compatible emoticons using Photoshop, Photoimpact, or Microangelo?
As to what does this question have to do with the category I selected, well, there just aren't enough "Zionist" icons and emoticons and I feel like making some of my own.

Great endeavor Alouette! Hope somebody has the info.
I too lament the fact that there are so few Agnostic icons available

Well, I, for one, think a smiley would look just precious in a kippah.

the emoticons are just 15px by 15px gif images. So as long as you can make images that small you can do whatever you want!

Great work!!! Its amazing what u did with 225 pixels!
How about adding some Hasidic side-curl-type-doo-dads?
I may be Agnostic, but my Dad's side of the family are all Jewish. If you EVER meet a Sufrin, they'z related to me ... only one or two bloodlines in da whole world

Actually I didn't do it, I found it on the web along with this one:

Anyway, back to my original question.
What's the best program to use for creating emoticons?
I have Microangelo 5.5 which actually lets you set the pixel level.
What's best for animations? I use Ulead Gif Animator for my avatars. Haven't tried Flash for something so simple.

Any graphic editor you're most comfortable with would be the best program to use for emoticona. Really it makes no difference as long as you get the results you want. Photoshop has everything you could ever need for this most basic of graphic designs...even animations. Design in Photoshop and animate in Imageready.
